petropouli, só avisando que vou ter que reverter esse seu changeset para poder remover uma importação incorreta que aconteceu nessa região (e que acabou gerando essas duplicações de dados)

Isso serve para muitos dos "problemas" no OpenStreetMap: se está mal feito não se apaga, mas sim tenta-se corrigir.
Deve-se valorizar e tentar manter os objetos já existentes, justamente por ser um trabalho colaborativo.
Enviar uma mensagem perguntando porquê a pessoa mapeou de determinada maneira quase sempre traz bons resultados. Da mesma forma, a qualidade dos dados melhora ao explicar para outro mapeador como representar corretamente algum objeto, ao invés de simplesmente apagar porque achou que está errado.
Erros todos cometem (seja um mapeador novo ou experiente) e são solucionados geralmente através de conversa entre os mapeadores.
Para este caso em específico, em breve eu vou analisar e restaurar os objetos que foram removidos (os prédios, no caso), caso ainda sejam válidos.

As Simon pointed, it's necessary to discuss and formalize the import process beforehand.
Most probably some tags won't even be necessary to include in the objects (like WGS84_N and WGS84_E; the object by itself already has the latitude and longitude values).
