I think this is incorrect, the change that mentions LEZ (116904795) is also modifying the boundary around Wigan, which would fall under the LEZ for Manchester.

The original discussion on 114077685 indicates that is was created as a District Ward which Colin discussed.

I was just editing around the border and the mention of a LEZ for St. Helens threw me, as (far as I know) no plans exist for one.
