Hi. Yes, I semi-regularly drive by this area (Kivistö).
Some of the constructed roads were missing the asphalt, or if having one, were missing the road markings. There were also construction obstructions left in place to divert traffic, and also witnessed piles of gravel left in the road areas, especially on sidewalks. I'll take pictures next time when pass by and link here.
