In OSM I found there were three ways of naming the highways.

a) E-11
b) E 11
c) E11

I have changed names/references of many E-11 style highways to E11. The reason was that in voice prompts on Garmin this style was pronounced “East11” which is totally misleading. Also I could not find “- “ on any signboard or other maps. So a) is never to be used in my view. With “E11” the voice prompts are appearing correct in Garmin. I did not check the voice prompt with E 11 so cannot say if they will sound correct or not.

Regarding b) and c) I think the following

-The official signboards are showing both a combination of English ‘E’ and Arabic ’ ﺇ’

and it is not clear if there is a space or not.

In Wikipedia there is a space in your link. Also in Wikipedia https://en.wikipedia.org/wiki/Transport_in_the_United_Arab_Emirates#Highways this page does not show space so it depends on the person who contributed to the Wikipedia article.

When I look at other maps I note that there is no space in google maps and bing maps. I cannot make a decision overwhelmingly in favour of either option b) or c) however I am trying to following bing maps http://www.bing.com/mapspreview and google maps style at present without space as I cannot find an official reference from RTA website.
