It's been this way since at least 2004 when they took the area to build the 3rd Avenue bridge, then kept it closed to build the Willis Ave bridge, then kept it closed to build the 125th ramp from the triboro.
The path used to run down to the Triboro, but never connected to the Bobby Wagner Walk south of the Triboro.

Yeah, should be both.
Riverside walk goes from 72nd to 158th (https://www.nycgovparks.org/parks/riverside-park/highlights/9748). The Hudson River Greenway runs the full length of the island. Will add name to the existing segment.

Gotcha, changed that road to dismount

It's actually a separate street between Bennett and Harvey. It's gravel, and there is a set of trees between Adams and Plaza. Plaza has no sidewalk on that side.
