Are we sure highway=primary is the correct classification of Gunpowder Rd? It should be reserved for "a major highway linking large towns" which doesn't seem correct here

How were these roads found? ESRI imagery says this is still farm land as of May 2023

This road is named "Echo Hill Road" per the linn county map. Updated in changeset #142018819
