are you sure that the power line osm.org/way/672771412 really has 220 kV? It rather looks like a minor power line - are you meaning 22 kV ?

In plain English I've merged both relations for the Ningxi Line.

This is a mechanical edit. I doubt, that you have really verified all 448 features on imagery and so reverted your changeset.

Revertierbar ist dein Änderungssatz ohnehin nicht mehr, da man inzwischen zuviel kaputtmachen würde.
