I didn't actually check the tag documentation for tourism=caravan_site and assumed that the original mapper had got the tagging correct (I only shifted some of some parts to line things up properly, and split one in two), but it doesn't seem that's the case.

I'm thinking the entire area should be tourism=caravan_site/tents=yes as you say, with tourism=camp_pitch for the areas currently tagged as tourism=camp_site? I'm also not sure about the area to the west, which is an open field with a capacity for 10 tents, with no formally-allocated pitches.
