I was doing a survery, and coulnd't find the restaurant Lodos. Can anyone confirm it's closed?

It seems that this is more than just a roadblock? The street changes level (by a staircase), and comes to a complete stop (for both cars and bicycles).

Maybe the road should be split, only connected by a staircase?
