It looks like in this case you created a "rough" area that completely encloses and covers the "fairway", so in other words, the fairway is mapped as both a fairway and a rough, which is not correct since the two are mutually exclusive. What you want to do is create a multipolygon for the rough and make the fairway a hole or island in that multipolygon. |
