Just reached here. I did not have any discussion before importing it. Actually it was also my first large scale import. So I also dont know the practises. I just figured out josm changeset format and made myself. The schools were marked since most (99%) polling stations are govt schools. POIs of Kashmir either in google or bing or any other commercial maps are very few. This is not a popular spot of travel compared to many others. But this data is public and can be found in eci.gov sites. Some polling station numbers may change between elections but schools are permament. I dont reside here but I was in Srinagar while I imported it in 2014 (i think). Please ask questions and I can gather better answers from locals.
