Not convinced that motorcar=permissive, motorcycle=permissive is the correct access tagging here. The standard "no motor vehicles" sign at the southern end of the car park says "Ausser Berechtige mit Ausweis". So the access should either be private or permit, depending on how freely given permission would be - if following standard Swiss practice then it is most likely to be private.

Not convinced that the access tags for this road are correct. The sign at this position says for motor vehicles "...nur mit Polizei Bewilligung gestattet" = "allowed only with police permission". So the access should be motor_vehicle=private.
