@spark: I agree, but in this case it was obvious that it was for maintenance although it took several months.

@Vincent: In this case it was a temporary deviation of one of the lanes through the tunnel that was for the opposite direction. It is obvious that this will not be a persistent change although these maintenance works may last some time. But they happen recurringly and so it does not make sense to re-route one lane to the opposite side and cut the original route consisting of 2 lanes and reduce the part in the tunnel to one lane.

With the web-based editor I used it did not offer a building type hotel. At least I did not see it.
