This should not be mapped as a primary road - in fact, it is just an unpaved mountain track... In developed countries, roads marked as primary are required to have two lanes, be smoothly paved and easily usable by any vehicle (see osm.wiki/Tag:highway%3Dprimary ). I've been there recently and I've seen several tourists get there, be surprised and have to turn around at the start of the unpaved part.
