User promised in e-mail to return to normal behaviour and stop conflicting edits/notes in Vienna, but user continues to rotate user names to random (and occasionally irritating/offensive) names in quick succession and plays with notes in Vienna (eg osm.org/note/1040509). Requested that user leaves OSM alone for a while until he can manage contributions within normal spectrum.
