I’m sending you this message as one that you have to read before continuing to edit because http://resultmaps.neis-one.org/osm-discussion-comments?uid=38066 shows that people have tried to get in touch with you via changeset discussion comments and not had a reply.

The process that you must foillow what importing data is described at osm.wiki/Import/Guidelines . This includes discussing the process with other mappers, in order to avoid problems like the ones that occurred.

You’ll be able to continue editing as soon as you have read this message, but please do explain what happened. Most of the questions are about the undiscussed import of highway lighting in Utrecht (which went wrong; some street lamps ended up 6km high, some in a field in France and some in the middle of the Atlantic).
