Following discussion, it has been determined that the work in question does indeed count as an import, as you have been bringing data from an external source into OSM.

As stated previously, it would also appear that the source you mentioned was not licensed to be used in this way, which is reinforced by the fact that it has now apparently been deleted.

Once you have read this note, you will again be able to log-in and continue mapping in OSM, however, we would expect you to immediately revert all the changes that you added in his way.

If this has not been done by 18 September, further action may have to be taken.

We would also strongly urge you to follow the full Import guidelines osm.wiki/Import/Guidelines before doing this sort of thing again.
