Taking just osm.org/way/31753813/history as an example, if name:en is valid there (which I doubt) “Tahilska Street” is surely incorrect. There’s perhaps an argument for “old_name:ru=Тагильская улица”, but that needs to be discussed with the Ukrainian community on the forum - which hasn’t happened.
