You have again made unilateral changes to admin levels in Somalia. This is despite being asked not to, and to discuss the problem that you are seeing (see https://forum.openstreetmap.org/viewtopic.php?pid=686927#p686927 and the private emails from the DWG asking broadly similar questions).

To quote from the initial email to you:

https://wiki.osmfoundation.org/w/images/d/d8/DisputedTerritoriesInformation.pdf sets out the OSMF’s position on disputed territories. As that says, you can use the data in OSM to make maps in any language, and where boundaries in OSM don’t match a particular country’s view you can make maps for that country to show those boundaries. One approach to doing that is described at osm.org/user/PlaneMad/diary/38176 (see “‘Fixing’ the boundaries of India”).

You appear to have a problem either with Somaliland was represented in OSM (as a disputed territory), which was broadly in keeping with https://en.wikipedia.org/wiki/Somali_Civil_War and other sources such as http://www.ciaworldfactbook.us/africa/somalia.html , or how maps represented that OSM data (as I noted previously in DWG emails to you some maps may not distinguish greatly between an admin_level=3 disputed boundary and an admin_level=2 “country” one). Unfortunately it’s not clear which of these two you think is the main problem. Please answer the question that I asked you over at the forum (if it would be easier, write your answer in Dutch).
