As previously discussed at length in changeset discussions such as osm.org/changeset/68256914 and also in private messages you should NOT attempt to import data into OSM until you have discussed it with the wider community.

Notwithstanding the lack of discussion, poor quality of the data and unknown licence that were the problems last time you have done exactly the same thing again in changesets such as osm.org/changeset/69128355 .

If you want to import this data please follow osm.wiki/Import/Guidelines to the letter.
