Dear user fredtz,
your first edits to the OpenStreetMap database are wildly inappropriate (renaming places to “This is an Azerbaijan territory” etc.) - please stop that.
With regard to the “name” tag, OSM observes the “on the ground rule”, i.e. it doesn’t count what the world knows something under - the name used locally, on signs etc., should be used. Other, alternative names may be placed in the “name:languagecode” tags.
