XRumer generated spam, we have been aware of this application for at least the last 6 years. We are also aware of the human driven spam.

Cache Headers Etag etc. Simply not a priority or a concern. Further piwik.openstreetmap.org is an internal Analytics tool we use, the alernative would be to use Google Analytics.
