your recent changeset osm.org/browse/changeset/18279179 looks like a data import.

OpenStreetMap has strict rules on data imports; you have to discuss and document them before you can make an import (see osm.wiki/Import).

We can’t find any discussion or documentation, nor any mention of the data source, for this changeset.

Please explain.
