The DWG has received a number of complaints from user Ahmed500000 regarding mapping in Egypt.
This user has been involved in various discussions with you and sara qasem:

The main problem seems to boil down to what exactly should be mapped as landuse=residential and what place=* tagging should go together with that. (like place=town or place=city).

Specifically in this changeset:
osm.org/changeset/93102756#map=11/27.0943/31.1830
we see the landuse=residential around Abnoub City:
osm.org/way/612086478
We see that there is also the place=neigbourhood attached to this, which seems a bit weird as a neigbourhood is usually a smaller part of a town/city.
In the wiki:
A neighbourhood is a smaller named, geographically localised place within a suburb of a larger city or within a town or village

If it is true, than to what city does this neigbourhood belong? Because the neigbourhood tag should go inside a larger boundary for a city or town.

User Ahmed500000 writes me that you are using old governemental sources for your mapping.
It would be glad to receive some explanation from you.
