Andy from OSM’s Data Working Group here. There’s a suggestion that you’re classifying roads as tertiary when other people locally would use unclassified.

You can see some of these comments at http://resultmaps.neis-one.org/osm-discussion-comments?uid=3313579 . There’s also a suggestion there that you’re using outdated aerial imagery.
