Follow-on block from previous ones.

Previous this mapper was blocked (and their additions reverted) because they were massively copying from sources that were not licence-compatible with OSM.

The reply at osm.org/changeset/119735027 suggests that they are still doing the same.

This block will be removed after recent questionable edits have been reverted.
