Hello Tomas,

Following the previous discussion at osm.org/changeset/121635148 , and following a reasonable interpretation of osm.wiki/Lithuania#Roads_outside_of_cities , I’ve set the highway class on the asphalt sections around osm.org/way/377193119/history back to tertiary again.

It is very rare that the DWG supports less local tagging interpretations over more local ones. A couple of things have contributed to this here - one has been your continued hostility to seemingly all other mappers (including your initial comment on osm.org/changeset/121635148 ). Another is that while OSM has supported an “any tags you like” approach over many years “using tag X to imply a physical attribute represented elsewhere by tag Y” is not a good approach. There will always be edge cases - it is perfectly reasonable to say “we tend to add some roads that aren’t quite important enough to be paved as tertiary” but there will always be cases where part of one of those roads is paved, and a tagging scheme must be able to deal with that.

If you believe that this decision is wrong and want to discuss it elsewhere I’d suggest either the tagging mailing list or the community site.
