As there is already a local Vietnam community member who reminds you of the way of dealing with the disrupted territory(osm.org/changeset/134663816): the language put in the name field is the actual country that controls that territory. Usually, the country who have military unit stations there.

I will give a 0-hour block, please respond to those replies or send a message to you. And keep in mind the OpenStreetMap community way of tagging territory and fractures. And do not miss-use hashtags if you are not behave in the proper coordinate guidelines
