No license info is listed but the code is in public use in Wikipedia/Wikidata and elsewhere, since it's the only official data released by the state authority. And it's not imported because no geo-location info is available. All the data is manually input. It's possible that the code will change if an admin unit is changed, e.g., conversion from county to city. If you prefer ref:cadc, I can change the name of the key.

It's the China Administrative Division Code in 2019. With this code it's possible to join the OSM data with other sources. Source website: http://www.stats.gov.cn/tjsj/tjbz/tjyqhdmhcxhfdm/2019/index.html.

Oh you refereed the wrong page. This is 高庄镇 in Anyang Couty (安阳县), Anyang City (安阳市). Here is the correct page: http://www.stats.gov.cn/tjsj/tjbz/tjyqhdmhcxhfdm/2018/41/05/410522.html. And obviously you has tagged the wrong name for the town boundary.

The page you gave is the list for Huixian City(辉县市), Xinxiang City (新乡市).

Relation: Hanling (9941891) should be 高庄乡 Gaozhuang Xiang . And now it's 高庄镇。
If possible, you could skip any town edited by me because I always verify them with the newest admin data. Thanks.

I don't feel there is any perfect standard in Chinese community. I also feel the OSM classification (city/town/village/suburban/quarter/neighborhood) is not fitting the situation in China. Personally I will apply an "isolation" rule:
For subdistrict (jiedao): if it's part of a city urban area, I use quarter. If it's isolated from the urban area, I will use town.
For district (qu), if it's part of a city urban area, I use suburban. If it's isolated from the urban area, I will use city.
And I use "Village" and "Neighborhood" in OSM for the smallest admin unit in China (cun/village and shequ/community).
But anyway, if we can tag the admin code or the admin level +admin type(china_class) for all admin units, we can improve it easily once we come up with a good standard. But the problem is that we even don't have good community standard for these tags...

It's recommended to check http://www.stats.gov.cn/tjsj/tjbz/tjyqhdmhcxhfdm/2018/ before importing any data automatically. Town, township and subdistrict are changing frequently in China. It's necessary to check the newest version of the administrative code. For example, 魏庄镇 is transformed to 魏庄街道. Here is a list of town-level unit in Fengqiu:

Please stop tagging G107 with highway=trunk.
It's improper to apply highway tag to a route/road relation. Logically, relation means the all its member form a feature. If you tag it with highway=trunk, it means it's just a single highway consisting of multiple segments (and these segments are NOT roads). However, all the members in this relation are highway already. They just form a "road network" called G107 in the relationship. Segments are not sharing the same properties - they can have different name, direction, and even highway type. Theoretically, what you are doing will result in two overlapping duplicated roads in the database - one defined by the segments, one defined by the relation.
请不要给G107加上highway=trunk的标签,从语义上这是错误的。road关系的意思是这一组公路组成一个路网。如果给关系加上highway=trunk的标签,那意思就是这线段本身不是公路,他们连起来组成一条公路(或者说一个feature)。然而每一条线段的属性都是不一样的,他们可以有不同的名字,公路类型,方向等等。这样做的后果就是导致数据库会出现两组重复的道路,一条是各个线段定义的路,另一条是由关系定义的路。

For location name in China, it's not proper to drop the "市 区 县 乡 镇". Unlike western countries, county is a "strong administration entity" in China.

Use Yuli as sample:
name should be 尉犁县
name:zh should be 尉犁县
name:en could be Yuli Or Yuli County.

Same rule applies to other "place".

I think we should only do "old_ref=S285", because we cannot confirm that it's X622.

The secondary road (X622 you mentioned) should be the old S285.

The new S285 (the primary road) is newly built, but is not fully completed on the map yet.

Several online map in China tag both of them as S285.

Once we finish the primary road I believe that we can remove the ref tag from the secondary road.
