Mapping overhaul story during the COVID-19 Pandemic

Overview

You might be aware of the mapping overhaul wherein certain features are fixed in almost real-time, especially on the changes that the governmental agencies have executed the plan on bicycle lanes (regardless of separation), city bus routes, MRTs, highways where the changeset 99876939 and its follow-up changesets prove the separation of the bicycle lane from the rest of the highway by any available barriers (i.e. bollards, jersey barrier or block, rope), coupled with the MRT-7 construction updates.

Separating the route relation by direction

Upon adoption to most City Buses, like the one in City Bus E: EDSA Carousel (direction)[1], it is hereby adopted on AH26, select Philippine National Highway routes (including the Metro Manila Radial Road system), and local/regional/national Bicycle Lane routes for easier identification and routing effectiveness, thus preventing the server overload. Likewise, highway routes are needed to be separated to deter ‘duplicated way on relation’ warning on certain highways without median (traffic island or center island) while on mapping validation.

On the recalibration of all bus routes

Introduction

DEARPAUL24 has committed to revising any bus routes per recent changeset 79005275 whereas the private message has helped me to get off to the current comfort zone (which is Washington Place). Therefore, effective 2020, the new format for the PT routing syntax will be as follows:

Company/Cooperative Brand P2P/Filcab/jeep/UVEXP: Origin -> Destination E.g. MPTSC Filcab: Alpha -> Bravo

Updates on Infrastructure

E2/Alabang Viaduct got into breathing space since the first lane from the median on the northbound lane is hereby reserved for RFID users to take the elevated portion; meanwhile, CALAEx (Santa Rosa - Mamplasan) is opened 24/7. Daang Hari Extension (Open Canal) will likewise be improved for the next year as CALAEx (Cavite) is likely to complete by 2022.

Accessibility Status

Under BP 344, it is required for certain buildings and infrastructures to enhance the mobility of Persons with Disabilities by installing facilities and other devices (ramps, elevators/lifts). However, most sidewalks are not maintained and sometimes, wheelchair ramps and sidewalks got obstructed by debris, illegally parked vehicles, and illegal vendors. By mapping sidewalks (alongside highway/roadway) as foot=designated and foot=no for highway/roadway (due to certain Anti-Jaywalking laws where MMDA have even planned to include in the NBI records as derogatory behavior, and for public safety sake), the public will recognize the OSM efforts as humanitarian-friendly, especially in some parts of Metro Manila and Cavite where footbridges are to be mapped accordingly.

Similarly, elevators have to be mapped for easier mobility of Persons with Disabilities, even inside the building structure with the appropriate highway=corridor and indoor=yes footway attribute, and for footbridges, the standard layering will apply.

Here are the following lists of updated Bus Routes as of 07 February 2019, and may subject to change anytime due to addendum from the Department of Transportation, Land Transportation Office, and Land Transportation Franchising and Regulatory Board:

Project Street-level Photos via Mapillary

Dasmariñas City has to undergo precise mapping, hence DEAR PAUL 24 have boarded the jeep from Salitran to DBB and DBB to WalterMart Dasmariñas at the front seat to provide the updated street imagery where most inner DBB PUV Routes have to base on the correct route line. Some drivers are yet to know the route modernization where the PUV Routes have to map on OSM by DEAR PAUL 24, hence briefing has to be executed himself. Some previously-uploaded street-level photos have resulted in the precise mapping of the sidewalk and roadways, especially in most Congressional Road Networks (Mangubat Avenue segment).

Road Widening, Traffic Island, Drainage and Sidewalk Construction

Dasmariñas City has widened the Congressional Road Network (Burol-J-E-F segment, initially Santa Cruz/San Lorenzo Ruiz 1-San Luis-Fatima section) to consider safety considerations and to avoid wrong-way driving/unsafe passing that may result in another head-on crash disaster. Being the safety and accessibility advocate himself, installing drainage and sidewalk will prevent or mitigate flooding and reduce the pedestrian-vehicle crash incidents, respectively.

Build Build Build campaign reaches DEAR PAUL 24’s attention

As a Civil Engineering student, Registered PWD (due to lifelong developmental disability), an advocate of accessibility and public safety, and most of all, frequent editor to OpenStreetMap, most infrastructures are hereby published for information dissemination {see Build Build Build portal} where the North Luzon Expressway (NLEX) Segments, Philippine National Railways (PNR) Rehabilitation, Mass Rapid Transit (MRT) construction across NCR, Bulacan, and Cavite, and the North EDSA Unified Grand Central Station are going to be built from 2018. Moreover, actions are taken by DEAR PAUL 24 at the end of this blog entry, and accessibility features will be added in the near future for the sake of MAPS.ME app and OSM users. Traffic Islands update

Last time, most highways within Dasmariñas City are on split-segment due to existing traffic islands, and thanks to mappers who have fixed the problematic split-segment mapping scheme. Despite the Holy Week, parts of Salitran and DBB have recently constructed the traffic island for the betterment of road safety upon knowledge from DEAR PAUL 24, hence the emergency editing applies on most parts of the Congressional Road Network (including Transit Lane) and Salitran Road. The fix has been updated on MAPS.ME app.

Road Widening and Rehabilitation

Most road widening and rehabilitation happen at an unexpected time, including the Congressional Road Network-Mangubat Avenue segment where DLSUMC/DLSHSI property has to adjust their property line with the white line that indicates the right-of-way/government property and the private property. Some buildings are slated to be demolished due to encroachment/conflict with the widened right-of-way, and your kind understanding is highly appreciated.

Good News from DEAR PAUL 24: Building and Infrastructure Accessibility

Most buildings and infrastructures (like footbridges) are mapped for the presence of the wheelchair ramps and elevators where the said infrastructure/building must be compliant with BP 344/RA 7277/9442/9994/10366/10754 to aid with accessibility and mobility to Persons with Special Needs and Disabilities (including Senior Citizens due to their advanced age). Hopefully, more footbridges will retrofit/install in the near future for pedestrian safety considerations + new building construction with the wheelchair ramp(s) and the elevator(s). Mostly, building floor levels and evacuation center(s) are mapped for humanitarian considerations that in case of an emergency, responders will take their part in saving people’s lives.

Traffic Islands

Most Highways and Major City Roads in Dasmarinas City have traffic islands installed, along with other safety features, to prevent fatal head-on collision which is a safety concern among the motorists and pedestrians. Hence, the updated split-segment route is now deployed, along with some safety mechanisms (like adding barriers with ‘traffic island’ in the middle of the split-segment routes) and other landmarks.

Washington Place

As a resident of Washington Place (Philippines), all street names and amenities are hereby mapped, through the receipt of the required maps from the developer. Most major roads (with bike routes) within Washington Place are mapped with the required reference number (from WP1 to WP5) for better accessibility to amenities.

Problems on Washington Place Homeowners’ Association

Due to problems in WPHOA (along with the arrogant and disrespectful residents and officials way back 2016-2017; including the flagrant violation of PWD rights and privileges under BP 344, RA 9442 and RA 10366, and the continued refusal to disclose the required documents by a certain village administration company), the duly-elected HOA officials (from the legitimate Washington Place residents and not the developer) are awaiting for the final resolution from the HLURB, and DEARPAUL have filed most of the traffic violations to the local Traffic Management Office and PWD Affairs Office. Sooner or later, Land Transportation Office will be the next for the report of most traffic violations.
