I've noticed that you use the tag
highway=turning_circle for a way,e.g
here:
osm.org/way/380202307
Normally, the tag should be used on a single node, see
osm.wiki/Tag:highway%3Dturning_circle
In your case I think the best is to keep the way and use highway=service instead.
