Hello. This relation is the part of 墨脱县(Mêdog County) which controlled by IN, and it named Loyul. The name Loyul is already tagged in alt_name:en. So the name Mêdog should be keep in name:en, see https://zh.wikipedia.org/wiki/File:Nyingchi_Counties.png. Loyul is not Mêdog, now almost whole Loyul controlled by IN, but only half Mêdog controlled by IN. The boudary of Loyul(珞隅) see https://bkimg.cdn.bcebos.com/pic/7dd98d1001e93901aa435f4c71ec54e736d1967b . If you want a relation named Loyul, you should create another one, instead of rename Mêdog to Loyul, they are different.
