Don't blindly follow iD's description. `highway=track` is usually a field road inside a forest or farm area (sometimes it's used in construction sites). `highway=service` is a road in a permise/site/facility. They don't refer to a "single-track" access road.`highway=residential` is considered a public road (although some "private road" owned and operated privately are public).

"Permit" is interpreted case-by-case. In general, it means a publicly applicable permit, with unspecified difficulty. This should be at least `vehicle=private`.

For example: A generic `highway=path` may physically be able to allow at most single-tracked only; A `highway=pedestrian` physically allows two-tracked ie four-wheeled or above vehicles to drive on it. But these doesn't say all such vehicles are allowed legally.

The keys you are looking at refer to legal restriction, not physical accessibility. The `highway=*` value already indicates what vehicles can it drive on.
