Don't use `old_name=`. It suggests the hotel or any pre-existing feature is renamed. Use `was:*=` for repurposed features like this. Also, this is the `tourism=hotel` / `landuse=commercial` outline, not `building=hotel` outline.

1. Thing is there are a lot of paramilitary and national defense police worldwide. It doesn't sound strange to have sovereign nation police in a colony. For comparison, intelligence agencies might not be `military=` either. In Xinjiang, PAPF and even PLA is used directly in direct action. That would be militarized response.
2. I mean the hotel itself can be kept mostly unchanged, and the National Security office can be treated as a tenant inside. It's not "temporary", but not semi-definite either.

First of all, please keep your changesets local. I don't understand how this makes them `tourism=attraction`. A city will contain many tourism and attractive features inside, and the entire city may not be all `tourism=attraction`. It is structurally redundant. You can measure cities attractive to tourists by many other methods. Finally, this is obviously a Maps.me issue. You should report or request this. I doubt Maps.me updates that frequently, or that it may accept your change.

1. I see you are using iD. Please understand that `name:zh=` actually mean a meta language including Cantonese (not to say I agree with it), or you can treat it as Han characters. iD's label of "Mandarin Chinese" is wrong. `name:zh=` is used as standard in HK.
2. Don't forcefully add water features as areas if they don't have a defined boundary. A node suffice.
