@mikelmaron while I do agree with you, it's easy to police people into obeying Guildelines(which by definition should be a suggested coarse of action instead of a hardset rule book that if you don't obey you get reverted) to a T when you work with someone from the DWG:

Which clears up any doubt you had.
This puts us on par with Montreal's open data catalog where they needed permission due to CC-BY-4.0

I cannot post the request sent to them as it was through a contact form and is in french, which you wouldnt understand anyways. I had asked them if adding them to osm.wiki/Contributors
Was sufficient. I also added them to the source because it's the right thing to do.

Ottawa's building traces are more accurate and are more accurately aligned instead of aligning to Bing. Statistics Canada is supposed to be the ones responsible for the documentation

You can thank Ottawa for that. We are currently working on a project with Statistics Canada (osm.wiki/WikiProject_Canada#Crowdsourcing_buildings_with_Statistics_Canada)
We needed to add addresses and building footprints. Our second pass (after adding addresses(from Ottawa) and building foot prints(from Ottawa)) is to merge both together.
Example:

Their project is going live the 17th of October and could possibly be very beneficial to the OSM community as it will ask the community to add building details such as building levels and other useful attributes. Please be patient while we are actively adding this data in anticipation of receiving crowd sourced data. This is a pilot project. If we do other cities, it will be much more organized and with better data.

Original data was probably from NRCan v6.0(which is acient and innacurate in building footprints). Data footprints being added are traced on 30cm imagery and correctly positionned. Copying attributes to new geometry and deleting the old is quicker and more effecient than trying to align old geometry to new ones.
