The usual way would be to use a GPS enabled device (like e.g. a modern smartphone or a gps waylogger) to record GPS tracks while walking or driving along roads and then to draw over the tracks. As there are some streets mapped in Chilecito already, you could also interpolate (= guess) things that are not yet mapped in relation to those that are. Third possibility would be to ask your city government if they can release any map data they have for adding it to osm.

As I read it, Nakor complains about automated edits that don't follow the code of conduct. And I agree the the kind of "collateral damage" that he describes is unacceptable. A bot connecting roads with powerlines and similar nonsense is in no way better than the results of the TIGER imports.

It might be a more effective use of resources to check which tests are missing in the existing tools like http://keepright.ipax.at/ and concentrate only on errors that are not detected yet or problems which are specific for canadian tagging standards.

A good way to find areas in need of mapping is looking at the area on low-res yahoo aerial photos; they are good enough to see if "something" is there to map.

Rivers and canals should always be mapped as ways (in the direction of flow); if you want to have an area, then you can add an area with waterway=riverbed around the river itself. The width where it makes sense to add an area depends a bit where the river is: In a densely populated city where people are likely to use high zoom levels it might be reasonable to use an area even on rivers that are 5 meters wide while in a remote wilderness it might be okay to have a 50 m wide river just as a way.

Looks like a Mapnik bug to me; T@H renders the area ok. I can't see any problems with the data.

I'm not sure spammers qualify as human; scum is more appropriate, I think.
