if there's no actual sewage being treated at the location and they manage the paperwork of the sewer or water, you can tag it as office=water_utility - and I've made those corrections to your edits. More information at osm.wiki/Tag%3Aoffice%3Dwater_utility

Only map things that actually exist; a couple of the things that you had added don't exist, like the Lincoln Park (perhaps you added it in an incorrect location?) and Marc's Park.
