You should use some landuse areas. An area is a way which has the start and end nodes the same, and has the appropriate tags. For example landuse=grass, leisure=park, or landuse=residentual.

Your question isn't very clear.

Height data is only stored in OSM for peak and a few other specific features.

The cycle map takes its height data from another dataset called SRTM, which you can't modify.

Abandoned/Disused/Life_Cycle

Proposals like the life cycle tag are rubbish because they can completely change the meaning of current tags. For example you should use amenity=old_pub if a pub closes. Similarly for a canal you would use waterway=disused_canal, which is similar to the tags that you use for railways.

There are no specified limits, however it is recommended to avoid them getting too large, otherwise you can find it will take ages for the server to respond with the answer. The recommendation is around 2000 items per relation maximum, ideally nearer 1000 items (which may be enforced at some point as there has already been some talk of doing so).

Mapnik has a varying delay based on how busy the server is. Also from Wendesday until the weekend it is usually not updating.

The server devs are slowly working on optimising the code and removing the bugs. It will probably take some time though.

The CloudMade maps are now a week out of date, and should be updated to today's data in the next day or two.
From a Wednesday morning through to Saturday the main mapnik layer will have a longer than usual delay due to the weekly planet import, and following catchup required.

No through road

If you can cycle along the bit of road where the bollards are, you should have a short way in the middle of the residential, which is a cycleway. Most routing engines don't take into account the barrier=bollards yet.
