Hm, let me state it this way, the answer is well it depends.

It could be fairly easy, but it could be also a lot of work.

It is certainly possible to do a lot of things wrong with bulk imports so you need to be careful.

While I could probably help you, I would assume that you are probably better of contacting people who already did imports in an area near you.

Yes, giggls is right. I think it would be best to contact a user in your area who has done a bulk import like yours.

When you have prepared dadat for a mass import, please ask first at one of the OSM mailing lists whether your aims and the choosen way to import is acceptable.
