If construction started then building=construction is a better tag. If construction is upcoming then source for this claim should be tagged on the geometry itself (source tag, note tag) and different tagging should be used - we are mapping proposed features in OpenStreetMap very sparingly, not every promise or business plan should be mapped here.

It looks like there's a separate Wikidata item for Shopko Optical - see https://www.wikidata.org/wiki/Q109228833
\So if it is optician operating under Shopko Optical brand rather than department store it also should be changed (maybe new shop value, maybe new name, new brand:wikidata tag, see also osm.org/note/3820933)
