I agree with JaLoooNz. Downtown Core is not a city for sure and the best way to represent it is “suburb” as it was previously mapped.

We can refer to this for more details: osm.wiki/Key:place or osm.wiki/Tag%3Aplace%3Dsuburb for more information.

I'm going ahead and changing it back to suburb, doing the same for Changi and Jurong too. Thank you!

Thank you for the response, based on the OSM wiki - osm.wiki/Key:access#Transport_mode_restrictions:

in cases where there are only buses allowed, we'd have to go with the convention mentioned in wiki i.e. `access=no` and `bus=yes` tags. It translates to only buses being allowed on the road, which reciprocates to no other vehicles allowed and thus holds good to the ground truth.

By removing the access tag, this would allow the cycles, pedestrians, etc to route through, which is not right in the context. You can try this here: osm.org/directions?engine=fossgis_osrm_bike&route=1.43725%2C103.78733%3B1.43738%2C103.78595#map=19/1.43783/103.78648

Here is the right combination that you can use - highway=street_lamp on the node (osm.wiki/Tag:highway%3Dstreet_lamp) and for cameras you can use this: highway=speed_camera (osm.wiki/Tag:highway%3Dspeed_camera).
