If this is the case, it should not be mapped: osm.wiki/Good_practice#Don.27t_map_temporary_events_and_temporary_features

Please note that if a website, such as Israel Hiking Map, does create bike routes on way with a sac_scale tag it is an issue with the site, not with the tagging on OSM. The tagging needs to be removed or modified only if it is not correct according to the tag documentation in the OSM wiki. Please consider using highway=living_street : "רחוב הולנדי" - Residential road where there is no sidewalk or other separation between pedestrians and vehicles.
