The Israel page does not override the general approach for "alt_name:*", but rather apply it to the specific case.

If and when a better translation/transliteration is done, that editor will determine which name should be in "name:he" and if "alt_name:he" is needed.

I believe "name:he" is more appropriate than "alt_name:he".

"alt_name" is used as an alternative to "name". Therefore "alt_name:he" should be used when "name:he" is used and there is also an alternative.
