Paracel Islands are currently under the actual control of China. Therefore, elements on them should be labeled primarily in Chinese.

According to the on the ground principle of OSM, this boundary is consistent with the actual situation (i.e. the actual jurisdiction area of ​​the local authorities in the two provinces).

In China, place=suburb is mainly used to tag the next-level division (admin_level=8) of districts and counties in urban built-up areas (with place:CN=subdistrict). If administrative divisions at level 8 are outside urban built-up areas, their labels will be marked as place=town.
In short, place=suburb will not be used in labels of districts or counties (admin_level=6).

In China, "districts" are not necessarily part of a city, especially those transformed from counties(https://en.wikipedia.org/wiki/District_(China)).

At the same time, according to the current norms of CN(mainland) communities, a district, regardless of whether it is part of a city, is labeled as place=city (with counties and county-level cities at the same level).
