If you know that some segments are toll-free, the best thing to do would probably be to tag them with toll=no. |

Its wizard at the top left is great for finding things like this; try "waterway=* and tunnel = * and tunnel!=culvert in Luxembourg” I’m not sure I really understand when tunnel=culvert should not be used on a waterway. Maybe when it flows through a wider tunnel that’s not a big water pipe? |
